Outdoor Recreation Mitigation Grant
The Outdoor Recreation Mitigation Grant Program helps eligible Utah counties manage visitor-related impacts from outdoor recreation, tourism and visitation.
ORMG funds may support documented needs such as search and rescue, emergency medical response, law enforcement, waste management, road repair and safety improvements.
Funding Amounts
Funding amounts are determined through the application review and award process.
Application Per County
Each county may submit only one application. SAR, EMS, road departments, solid waste disposal entities, law enforcement and special service districts should coordinate before applying.
Eligible Counties
Eligible counties must meet the program’s county class, Transient Room Tax and revenue requirements.

Outdoor recreation and tourism benefit Utah communities, but increased visitation can also create public safety, emergency response and infrastructure costs.
ORMG helps eligible counties address those documented visitor-related impacts.
Who can apply?
Eligible applicants include counties that meet all of the following requirements:
- Is classified as a third-, fourth-, fifth-, or sixth-class county
- Is imposing the maximum allowable TRT rate
- Generated less than $10 million in TRT revenue during the previous year
Counties may pass funds through to special service districts that handle eligible mitigation costs.
Grant funds must be tied to documented visitor-related costs.
ORMG funds must be connected to outdoor recreation or tourism impacts, not routine local operations.

- Search and rescue
- Emergency medical services
- Emergency road repairs or upgrades
Visitor-Related Safety & Mitigation Costs
- Waste management
- Law enforcement
- Road safety upgrades
Submit your application through the grant portal.
Applications must be submitted through the Division of Outdoor Recreation’s online grant portal. Incomplete applications or applications missing attachments will not be reviewed.

Access the online grant portal and sign in or create a new account.
Select the ORMG application
Choose “Outdoor Recreation Mitigation Grant” and start a new application.
Complete required fields
Provide the required application information, including visitor impacts, eligible mitigation or reimbursement costs, timelines, requested funding uses, and any other required details.
Upload attachments
Attach the required reimbursement ledger, cost estimate and any additional documentation, records, or letters of acknowledgement needed for your application.
Review and submit
Double-check your application before submitting it for review.

Application Requirements
Applicants must complete all required fields in the online application and upload the required cost ledger and supporting documentation. Costs will be reviewed in two categories:
- Vendor names or service providers
- Quantities, hours or units
- Grant and county cost breakdowns
- Supporting documentation
Review and Award Process
After the cycle closes, Division staff will review applications for completeness. Eligible applications will then be reviewed and scored by the Outdoor Recreation Mitigation Board.
Priority will be given to actual emergency costs, followed by visitor-related safety and mitigation needs.
Post-Award Requirements
Awardees must keep detailed records of expenditures, timesheets and logs.
- No work may begin before a signed contract
- Funds must be spent within 18 months
- Progress reports are due every six months
- Expenditures must be reported by Dec. 31 each year until funds are spent
- Modification requests must be submitted at least 60 days before the grant expires
