No. Occupants on E-bikes that do not meet the definition of an off-highway motorcycle are not required to take the education course.
However, starting May 2027, e-bike riders ages 8-15 need to take the new Youth E-Bike Education course if riding without adult supervision.
Make sure your E-Bike is not an E-motorcycle by checking here. If it is an E-motorcycle you will need to register it as an OHV and complete the mandatory OHV course.

Once completed, the temporary certificate is valid for 30 days or until your permanent one arrives.
There are no age restriction laws in Utah for passengers on SxS/UTVs. There are no helmet laws for UTVs and no laws mandating a carseat in a UTV for passengers under a certain age. The Division strongly advises that passengers wear a helmet, keep all parts of their body inside the Rollover Protection System (ROPS), and use the seatbelt provided as part of the machine's Occupant Retention System (ORS), and any other appropriate safety restraints.
If the UTV or SxS is being used as a street legal vehicle on Utah roads or highways, all passengers must wear their seatbelt. Operators must possess a valid driver’s license if operating on a street/highway.
A person under the age of 18 may not operate and an owner may not permit that person to operate an off-highway vehicle on any Utah public land, trail, street, or highway unless the person can reach and operate each control necessary to safely operate the off-highway vehicle.
The person must also possess a physical copy of the safety certificate issued or approved by the division. Courses to obtain an approved safety certificate can be found here.
The person must be under the direct supervision (within 300FT of operation) of someone who is at least 18 years of age.Youth 16 or 17 may operate an OHV without adult supervision, if they have both a valid driver's license and the necessary youth OHV education certificate.
Yes, if you plan to operate your E-motorcycle on public lands in Utah, you must register the E-motorcycle as an Off-Highway Vehicle (OHV) through the Division of Motor Vehicles (DMV).
