The Utah Division of Outdoor Recreation (DOR) announced a new, convenient option for off-highway vehicle (OHV) users who have completed the state’s required Adult OHV education course. This optional, innovative feature allows certificate holders to download and store their certificates directly on their smartphones to their Apple or Google wallets, providing a convenient and efficient way to access their credentials anytime, anywhere, on any adventure.
This new digital credential is optional and not required but offers a more convenient way to carry the certificate while on the go. Law enforcement officers will continue to accept the printed version of the emailed PDF certificate if the digital version is not available.
“We are thrilled to offer this new digital option to our OHV community,” said Chase Pili, OHV program manager for the DOR. “By enabling users to access their certificates directly from their smartphones, we’re enhancing the convenience and efficiency of our certification process, making it easier for everyone to enjoy Utah’s great outdoors safely and responsibly.”
How to Download Your Certificate:
- Visit the link HERE on your smartphone and choose “Add to Wallet” for Apple or Google wallet.
- Download: Securely save your certificate to your digital wallet.
- Access: Present your certificate right from your smartphone when needed.

- Access anytime, anywhere, on any adventure: Your certificate is always with you, even in the most remote locations with no internet connection.

- Efficiency: reduce the time required for law enforcement to verify your certificate during routine checks.
This initiative is part of a larger effort to modernize credentialing processes across the state. In 2023, the Utah legislature passed HB 470, authorizing the Division of Technology Services (DTS) to assess the impact of Verifiable Digital Credentials (VDCs) through a pilot program. The objective is to demonstrate how VDCs can meet cross-agency demands, prepare government entities, credential holders, and verifiers to manage digital credentials and enhance user privacy.
To support this pilot, DTS has partnered with SpruceID, a technology company specializing in digital credentials. The OHV education course completion certificates are the first use case launched under this pilot program, showcasing the benefits of digital credentials for Utah residents.
Over 280,000 people have completed the state’s adult OHV education course since it was implemented Jan. 1, 2023. The course, offered by the DOR, is the first of its kind in the nation and helps to preserve access and increase rider safety.
